Why the standard exists
Important decisions require more than an informed opinion. They require a judgement whose basis can be examined, challenged and reviewed as circumstances change.
The Elissa Standard governs how information is evaluated, how uncertainty is expressed and how findings are reviewed before they are issued. It keeps evidence, analytical judgement and unresolved questions distinct.
Evidence before judgement
Every Elissa finding is tested against the evidence available. Gaps, conflicts and limitations are recorded, and confidence is stated at the level the evidence can support. Certainty is never implied where it has not been established.
What the standard requires
The standard fixes the criteria before assessment, separates evidence from judgement and unresolved questions, makes material uncertainty visible, tests significant findings against competing explanations, and ensures every conclusion is dated, attributable and reviewed under the Director’s direction, while the instruments and controls behind the method remain proprietary.
