The intelligence requirement
Intelligence begins with the decision, exposure or uncertainty that requires resolution. Reporting that is not directed by a requirement creates volume, not understanding.
The requirement defines what must be established, which indicators would change the assessment and where uncertainty could alter the decision. Analysis then tests the most likely explanation against credible alternatives and identifies the conditions under which the judgement should be revisited.
Judgements it supports
It identifies the most likely development and the principal high-impact alternative, separates warning indicators from background noise, explains how change affects a defined exposure, distinguishes what is established from what remains uncertain, and sets the threshold for review, escalation or a change of posture.
Analytical discipline
Information is evaluated for relevance, reliability and corroboration before it supports a judgement. Competing explanations are tested, material gaps remain visible and confidence is calibrated to the strength of the evidence.
Reporting distinguishes established information, analytical judgement, indicators and unresolved uncertainty. Collection arrangements and source considerations are protected according to the sensitivity of the engagement.
