When independent location judgement matters
Location decisions are often made on commercial and legal grounds alone, with the operating environment treated as a footnote. The practical questions surface later: whether the site can be secured sensibly, how it behaves when infrastructure fails, what the surrounding area is like at night and at shift change, and what the site will require of the people who run it.
Published rankings and aggregated country scores rarely help. They describe a national average, not the street a gate opens onto.
